There are 4 types of ghosts you can get:
Fast Ghost
Vehicle Ghost
Auto Cut
Trick Ghost
Fast Ghost:
A fast ghost is #1 on the leaderboard for that specific track, and can usually be very contested, depending on each track of course. There are 2 ways to get one of these:
1. Steal a current one. Go to the first page, and you can find Ghost replay links below player names, if it shows Fast Ghost, then that Ghost is a featured Fast Ghost. If you beat that and get a new #1 time, you'll get a feature
2. Suggest one. Noticed you did here, 2 things to point out to remember for the future, it always has to be the #1 time for a fast Ghost, and it has to be long enough to have a good chance of getting featured. Usually fast ghosts can be around 15 or more seconds, with some decent competition on a track, keep giving effort into getting better and you will get there
Vehicle Ghost:
Essentially the same thing as a fast ghost, only difference is that most of the ghost is in a vehicle, that being truck, blob, or balloon. These can be much more difficult to get, because they aren't as versatile of power ups compared to the normal bike. These also need to be 1st place to be accepted
Auto Cut:
These ones can be difficult to judge. These features are cuts of an auto, an example being this:
Say there's an auto which takes 40 seconds to complete, but you do some hard tricks to beat it in around 15 seconds. Depending on many factors, including how much time you lowered the record by (if it's a new auto cut), the length of the ghost (when it gets in the 10 second range, that's when it needs to be a much harder to replicate auto cut to stay featured), and the difficulty of the ghost as well.
Trick Ghost:
The one up to the most interpretation. Take a look at all of the already featured trickghosts to get an idea of how good a trickghost needs to be to get featured. An important thing to note here, you don't need to be first to get one, and there can be multiple featured trickghosts on the same track. You also can't steal a trickghost feature either (only in a specific case like this can you steal one:
say mR..A has 50 brakeflips on 1 ramp in a track, that ghost gets featured. You come along and do 200 brakeflips on the same track. Since it's the same exact thing that you did, yours is probably going to get featured, and mR..A's will get unfeatured, this happened before so why I'm mentioning it here)
You have to suggest these as well, and these can be pretty annoying to get
Overall, just take some time improving, and a feat will come if you put enough time in practicing
