sometimes, when you see just a quote as a response, it's either one of 2 choices most of the time;
1) the player messed up with the quote symbols and accidentally wrote what he/she had to say inside of the quote. this is the case here. DunderMifflin tried to write his message and quote yours separately, but somehow, he wrote the symbols in such a way that what he said is quoted as if you said it. it happens every once in a while.
2) the player intentionally modified what you said to make a joke or for other intentions. for example, i can do this:

when obviously, you've never said that. ^^^
