No it means 00:60:00 or 1:00:00

 

1:00:00 (one hour) is the same as 60:00.00 (60 minutes)

60:00.00 (60 is in the minutes place, since there is no hours place in this format, the first 00 is in the seconds place, and the second 00 is in the hundreths of seconds place)

They said they maxed it up to 60:00.00, unless if you press a specific amount of keys so that the replay code exceeds the limit of characters to save as a replay
