becoming staff?

first off I have a few questions first is how do you become staff is there a certain age you have to be to become staff I'm 14 and I'm wondering if I could join. second is if you have to be a certain age. third is how do you get to be a mod of FRHD and my final is in your own opinion what makes a good level?
